About and method
Insurable Homes publishes home insurance availability data taken directly from official sources: the California FAIR Plan Association's county table, the Florida Office of Insurance Regulation's monthly Market Intelligence Reports, North Carolina's FAIR Plan and coastal pool statements, Texas's windstorm pool and FAIR Plan reports, and the US Senate Budget Committee's insurer nonrenewal data. We are independent. We are not an insurer, agent or broker, and nothing here is advice about any policy.
Method and checks
- California county figures are the FAIR Plan's published counts of policies in force at 30 September of each year, across residential, commercial and business owner's lines. Before publishing we check that every county figure adds up to the published total for each year and that every growth rate matches the counts.
- Florida figures are the regulator's monthly statewide reports by company and policy type. Company pages use the owner-occupied homeowners line. Before publishing we check that the company rows add up to the report's own total row for every month and every column we publish.
- The FAIR Plan's county table notes that "Totals by report may vary based on data source", so its headline figure (698,307 at 30 September 2026) differs from its county table total (686,376).
- The Florida regulator lists companies whose data it says is not included in its Market Intelligence Reports because it was filed as trade secret. Those companies, including State Farm Florida, appear with full figures in the statewide files used here. The regulator does not say which reports or figures the exclusion covers.
North Carolina, Texas and nonrenewals
- North Carolina figures are the NC FAIR Plan's and the Coastal Property Insurance Pool's quarterly "Aggregate Liability by Counties" exhibits. Counts are insured risks as published. Every county adds up to the published total in every quarter.
- Texas figures are TWIA's quarterly statistical and liability reports and the Texas FAIR Plan's quarterly liability reports. The FAIR Plan lists only its top 25 counties. We use each report's current-quarter columns because TWIA restates prior-year figures. Two 2023 reports were scanned images, which we read with text recognition and checked against the report totals.
- Nonrenewal figures come from the US Senate Budget Committee's county data for 2018 to 2023, collected from 23 insurers covering about 65% of the market. We use a copy of the committee's spreadsheet archived on Zenodo, because the committee's site blocked automated download. County figures add up to the state rows in every year.
