What these pools are. TWIA is the state's insurer of last resort for windstorm and hail damage in 14 coastal counties and part of Harris County. The Texas FAIR Plan sells basic homeowners and dwelling coverage where private insurers decline. For a time series we use each report's current-quarter figures, because TWIA restates its prior-year columns. TWIA county rows add up to its statewide totals. The FAIR Plan lists only its 25 largest counties, which add up to its published top-25 total. Its 1-year changes use each report's own prior-year column.
