What these pools are. The NC Joint Underwriting Association (FAIR Plan) and the NC Insurance Underwriting Association (Coastal Property Insurance Pool) are statutory pools that insure property that private insurers will not cover on standard terms. Counts are insured risks as published. Every county figure here adds up to the pools' own published totals for every quarter.
